In recent reports, the NFLPA reached out to the NFL to take a settlement, but the NFL responded with silence, but now they have reached out to Tom Brady and settlement talks are starting.
Brady would be willing to say he failed to comply in exchange for a fine, but the NFL will probably decline that, wanting to suspend him for at least a game.
Nobody expects a settlement to actually be made.
The delay is being reported due to the fact the NFL knows Brady will take the issue to court, so they want to be ready to withstand that challenge in court.
